Elevated Footpaths

I found that using elevated footpaths above multiple roads helps a ton with traffic and pedestrian traffic using the intersections.
Here is a screenshot of one of the paths that I have in my saved game.

You can see how it goes down adjacent to each of the roads to allow pedestrians to get between the districts.

Elevated footpaths can also be used to get paths up to slightly elevated houses make look better. Remember, those are the houses Paul likes so much because they sit on a tiny hill created by the game itself. Now using small ramps and, if needed even zig-zag curves lets you have quite nice city footpaths as in your picture, Crazitrains.
